In 2016, Xinjiang issued the “Regulations on Farmland Membrane Management in Xinjiang Uygur Autonomous Region”, which strictly controls the ultra-thin film in agricultural production, and clearly sets penalties for producers, sellers and users who produce, sell and use non-standard farmland mulch. At the same time, it refines the responsibility of the administrative department, and provides support for the prevention and control of mulch pollution of used farmland from the legal level.
According to the introduction of the Agriculture Department of Xinjiang Uygur Autonomous Region, the agricultural and environmental protection departments have continuously improved the film recycling industry chain. 42 plastic film recycling processing plants have been built, and the film recycling and processing capacity has been continuously improved. At present, the recycling rate of farmland waste film is over 60%. Xinjiang will further promote the recycling of farmland mulch film, basically realize the full coverage of farmland waste film mulch pollution control, and promote the green development of agriculture. By then, the recovery rate of waste film in the farmland season is expected to exceed 80%.
