It is reported that each Uruguayan uses about 400 plastic bags per year. The new 'plastic limit order' prohibits the production, import, distribution and sale of non-degradable plastic bags. After the implementation of the decree, only authorized manufacturers or importers can be in Uruguay. The sales of plastic bags will be carried out in the territory; the Ministry of Industry will work with the Ministry of Land and Environment to develop plans to facilitate the transformation of related industries; and the sellers are obliged to promote and participate in publicity activities such as recycling of plastics, and to sell reusable shopping bags. Ulya, director of the State Environmental Protection Administration, said that the introduction of the decree will have a trial and error phase, so that relevant departments can explore to determine a price that is reasonable and can limit the use of plastic bags.
