Your suggestion on the implementation of subsidies for agricultural machinery operations on the main mechanized weak links of major crop production is received. The Ministry of Finance, the current reply is as follows.
In order to accelerate the development of China's agricultural mechanization, China initiated the implementation of the subsidy policy for agricultural machinery purchase in 2004, and subsidized farmers to purchase advanced and applicable agricultural machinery. By 2018, the central government has allocated a total of 204.7 billion yuan in subsidies. Under the promotion of agricultural machinery purchase subsidy policy, 2017 In the whole year, the comprehensive mechanization rate of crop cultivation and harvesting in the country reached 66%, which was 33.5 percentage points higher than that in 2003. Agricultural production realized a historical leap from the human and animal power to the mechanical operation. While improving the level of agricultural machinery and equipment, in recent years The central government actively explored increasing support for agricultural machinery in key areas, and promoted the improvement of agricultural machinery utilization rate and agricultural production efficiency. First, the implementation of agricultural machinery deep subsidies for land preparation. Since 2014, the central government has arranged funds to support Tianjin, Hebei. 21 provinces (autonomous regions, municipalities directly under the Central Government) will carry out deep-slung land preparation operations in suitable areas. The annual land area for deep pine preparation in the country is more than 150 million mu, which has a positive and far-reaching impact on the protection of cultivated land and comprehensive production capacity. In 2018, the four northeastern provinces and autonomous regions are allowed to meet the actual needs of agricultural production in suitable areas. The deep-turning (deep tillage) operation of agricultural machinery is included in the scope of subsidies. The second is to carry out pilot projects for comprehensive utilization of crop straws. Since 2016, the Ministry of Agriculture has focused on the comprehensive utilization of crop straws in the northeast region and the Beijing-Tianjin-Hebei region, and promoted crops throughout the county. The comprehensive utilization of straw is mainly based on agriculture. The mechanization of straw to return to the field is the key support direction. In the past two years, 241 pilot counties have been supported, which has significantly improved the level of crop straw mechanization and returning to the field. The third is to explore and support the socialized service of agricultural production. Since 2017, the central government has arranged funds to support the provision of socialized services to farmers engaged in the production of important agricultural products such as grain, cotton, oil and sugar, and to promote green, ecological and efficient modern agricultural production methods in a contiguous manner, breaking through the bottlenecks of some higher operating costs. , to achieve the organic connection between small farmers and modern agricultural development.
In the next step, our ministry will work with the Ministry of Finance to further study and improve the subsidy policy for agricultural machinery purchases. On the one hand, we will adjust the subsidy structure, and implement open subsidies for deep-slung work tools and protective tillage equipment. On the other hand, we will increase the operation of agricultural machinery, agriculture. Support for the production of socialized services, comprehensively improve the quality of China's agricultural mechanization development, and provide a solid guarantee for the production of major agricultural products such as grain.
