On August 28th, hosted by China Automotive Technology and Research Center Co., Ltd., the 12th China Road Traffic Safety Forum co-organized by Nissan (China) Investment Co., Ltd. was held in Beijing.
With the theme of 'Intelligent Traffic Safety New Ecology', this forum aims to explore the concept planning and technological innovation of the safety aspects of 'people, vehicles, roads and management' in the road traffic safety system. Ministry, National Emergency Management Department, Ministry of Transport, State Administration of Markets, Ministry of Justice, Automobile and Parts Enterprises, relevant research institutions at home and abroad and more than 270 high-efficiency guests.
Yu Kai, Chairman of China Automotive Technology and Research Center Co., Ltd.
Yu Kai, Chairman of China Automotive Technology and Research Center Co., Ltd. said: 'The theme of today's forum is defined as 'the new ecology of intelligent traffic safety'. The future intelligent era must be the era of 'safety'. The first thing to be solved in the development of intelligent transportation and automobiles is Traffic safety issues. Road safety construction is a long-term, arduous task, and it requires the joint efforts of many departments and the participation of the whole society.
Road safety is generally good, the future goal is a long way to go
In the first half of this year, the road safety situation in China has been generally stable and the number of road transport accidents in the country has dropped significantly. 'Zhao Ruihua, deputy director of the Department of Safety Supervision and Management of the National Emergency Management Department, said.
Zhao Ruihua provided a set of figures: In the past five years, there have been 53 major road transport accidents, 707 deaths, and the number of accidents in 2017. The number of deaths has dropped by 50% and 48.1% respectively compared with 2013. 'This progress is accompanied by China. The total mileage of roads has increased substantially, the car ownership has increased substantially and the number of drivers has increased substantially. Thanks to high-tech technology, road transportation safety in China has been improved. At the same time, various measures have strengthened the safety awareness and emergency of drivers. Disposal skills have also become a key. 'Zhao Ruihua said.
Fang Zhou, a project representative of the World Health Organization in China, said that the World Health Organization has proposed a road safety-related sustainable development goal. 'This is an ambitious goal. We hope that by 2020, global road traffic accidents will be halved. (compared to 2010). 'According to the introduction, on November 21, 2017, governments have historically consistently adopted a series of global road safety goals to measure progress, four of which are vehicle-related, including all new and old traffic by 2030. The tool meets internationally recognized high quality safety standards, reducing half of speeding vehicles, reducing speed-related deaths, increasing the proportion of motorcycle drivers using helmets close to 100%, increasing the use of motor vehicle seat belts or standard child seats by nearly 100%. .
Yu Kai believes that compared with developed countries, the road safety situation in China has not been fundamentally improved, and there is still a long way to go. With the rapid development of smart technology, the active and passive safety integration of automobiles is becoming increasingly close, and the requirements for intelligent traffic management are increasingly complicated. And the way the traffic works will change dramatically.
Automated driving blowout development, regulatory improvement is still the key
Zou Ying, researcher of the Science and Technology Department of the Beijing Municipal Commission of Communications, said that from the release of the 'Intelligent Networked Vehicle Technology Roadmap' in 2016, to the present, Shanghai, Chongqing and other cities have opened the road test for automatic driving, and China's automatic driving industry has entered the development of the blowout. stage.
Zou Ying introduced that Beijing has basically realized the autonomous driving industry chain gathering, from the algorithm software, chip, communication to operation, Internet, map and other resources. In December 2017, "Beijing Autopilot Vehicle Road Test related work The Guiding Opinions (Trial) and the “Beijing Municipal Autopilot Vehicle Road Test Management Regulations (Trial)” were released. In 2018, the Beijing Economic Information Commission led the release of the “Beijing Autopilot Vehicle Road Test Capability Assessment Contents and Methods ( Trial) and "Technical Requirements for Beijing Automated Vehicle Closed Test Site (Trial)". Currently, Beijing has designated some autopilot vehicle test roads, and the future route will increase. As of July 31, Beijing autopilot roads The accumulated mileage of the tested vehicles has reached 3,4413.4 km, with a total duration of more than 856 hours.
Jin Jing, deputy director of the Law and Regulations Research Office of the Road Traffic Safety Research Center of the Ministry of Public Security, said that the relevant laws and regulations on the road test for self-driving cars in China should be continuously improved, and the top-level design requirements for the road test of self-driving cars should be solved as soon as possible. Improve the implementation rules for self-driving cars; secondly, improve the legislative provisions and clarify the responsibility for safety supervision; third, promote the improvement of traffic facilities and clarify road traffic regulations; fourth, clarify traffic violations and accidents.
Experts attending the meeting pointed out that in the future, road safety promotion should give full play to the role of accident investigation in promoting road traffic safety, strengthen the application of scientific and technological applications and regulations, and further improve the safety technology level of operating vehicles; it should solve the current road test of intelligent driving vehicles as soon as possible. Top-level design requirements, promote standardized management, strengthen legislative research, improve legal systems, and provide legal guarantee for the development of intelligent driving vehicles; road traffic accident data is an important basis for intelligent driving vehicle standard research and intelligent driving test scenario design, and should further strengthen China's roads In-depth investigation and research work on traffic accident data; promote the concept of triple protection (people, car, society), promote the continuous improvement of automobile safety technology and the popularization of active safety technology, and build a safer smart car society.
