According to the Xinhua news Agency, the United Nations General Assembly 10th decided to set up a special working group to consult on the proposed world environmental convention. General Assembly Day by 143 votes in favour, 6 votes against, 6 abstentions the result of the adoption of the resolution.

Iran, the Philippines, Russia, Syria, Turkey and the United States voted against it. The resolution requested the UN Secretary General to submit a report to the General Assembly to examine the loopholes in international environmental legislation. The specialized Working Group will study the solution on the basis of the report. If the Working Group deems it necessary to develop a new international legal document (the World Environment Convention), it will recommend to the General Assembly that an intergovernmental meeting be convened to discuss the implementation of the Convention.

The resolution also requested the current President of the General Assembly to appoint two co-chairs of the specialized working groups from developed and developing countries respectively. In June 2017, France convened a high-level meeting in Paris to discuss the development and implementation of the World Environmental Convention, calling for a change in the fragmentation and conflicting situation of current international environmental legislation and the conclusion of a legally binding international convention.

Ladies and gentlemen: I am delighted to attend the theme summit of the World Environmental Convention. France is an important force in the field of international environmental governance. In 2015, the French side worked with the international community to reach the Paris agreement on climate change and developed a system of global climate and environmental governance. China supports the international community to strengthen dialogue and cooperation and to deal with sustainable development issues, including environmental protection, through multilateral platforms.

China welcomes and appreciates the initiative of the French side to develop the World environmental Convention. China attaches great importance to sustainable development. We uphold the innovation, coordination, green, open and shared development concept, has put ecological civilization construction into the national development strategy. Speaking at the United Nations Headquarters in Geneva earlier this year, Chinese President Xi Jinping further stressed that ecological construction will be an important aspect of the international community's construction of the human destiny community.

We would like to actively participate in the process of global environmental governance, firmly support and implement the Paris Agreement, and promote the formation of a fair and equitable, cooperative and winning multilateral system of international environmental governance.

China believes that in the process of promoting international environmental governance, including the elaboration of the World Environmental Convention, the interests of all parties should be taken into consideration and the ' four insistence ' should be considered:

First, we should insist on discussing environmental issues within the framework of sustainable development, in order to realize the harmonious unification of environmental protection and economy and social development.

The second is to uphold the principle of ' common but differentiated responsibility ' to help developing countries steadily improve their environmental governance and sustainable development capabilities. Third, we should adhere to the principle of State sovereignty of environmental resources.

This is a prerequisite for cooperation in the International environmental field and a right conferred upon States by the Charter of the United Nations and the principles of general international law. Four is to adhere to the full participation of developing countries.
