Your proposal for upgrading the level of agricultural mechanization in hilly and mountainous areas of China has been received. After the study, the answers are as follows.
Due to poor terrain conditions, complex planting system, relatively lagging regional economic development, and low investment efficiency of small farms, the hilly mountainous areas are still the weakest areas for agricultural mechanization development in China.
In recent years, especially since the 18th National Party Congress, the competent departments of agricultural machinery at all levels have conscientiously implemented the central government's deployment, put the promotion of agricultural mechanization in hilly and mountainous areas into an important position, actively plan and innovate, and have made relatively obvious progress. .
First, the work ideas have been newly expanded. In response to the mechanization of grain and oil crops in the hilly mountainous areas, our Ministry has clearly put forward the path of 'full efforts to popularize the machine, vigorously develop the machine, and strive to break through the machine'. In 2017, the first national hilly area was organized. The symposium on the development of agricultural mechanization further determined the development ideas of 'adapting to local conditions, highlighting key points, comprehensively applying policies, and jointly promoting', and clarified the goal of vigorously promoting the accelerated development of agricultural mechanization in hilly and mountainous areas.
Second, the support policy has been improved. The central government's agricultural machinery purchase subsidy policy has been adjusted in a targeted manner. Pay attention to the development needs of agricultural machinery in the hilly and mountainous areas in the scope of subsidies. Each type of equipment has large, medium and small products. Appropriately inclined in the allocation of funds, and actively support the provinces of hilly and mountainous areas to carry out pilot projects for the purchase of new agricultural products. Some provinces use local financial funds to subsidize agricultural machinery in hilly areas, and specifically support the construction of agricultural machinery services in hilly mountains.
Third, there are new breakthroughs in equipment technology R&D and promotion. In recent years, the national public welfare industry (agriculture) research projects have supported the research and demonstration of small-scale agricultural machinery technology in hilly mountains, research and demonstration of labor-saving cultivation machinery in mountain orangery, and formed a number of scientific research results. It played an active role in solving the 'inorganic availability' problem in hilly areas.
Fourth, there are new changes in mechanized operating conditions. The state has increased investment in standard farmland construction, land consolidation and other projects, including hilly and mountainous areas. Agricultural mechanization in hilly mountainous areas is the biggest shortcoming of China's agricultural mechanization development, and it is also a huge potential. Like the plain area, the current agricultural development in hilly mountainous areas is also facing difficulties in employment, labor and expensive problems, implementing rural revitalization strategies, promoting agricultural modernization, and promoting As farmers increase their incomes and get rid of poverty, it is urgent to strengthen the problem-oriented, with new ideas, greater efforts, and comprehensive measures to promote the acceleration of agricultural mechanization in hilly and mountainous areas.
In the next step, our ministry will work with relevant departments to strengthen overall planning and policy creation, and continuously improve the level of agricultural mechanization in hilly and mountainous areas. First, it is to focus on the transformation of mechanized land and improve the mechanized site conditions in hilly and mountainous areas. The fifth is to increase the supporting capacity of leading industries to develop equipment support, and increase the support for agricultural machinery purchase subsidy policy.
