According to the collection of micro-networks, the mainland official established a “big fund” in 2014 to support semiconductor-related industries. By the end of 2017, a total of 49 enterprises and 67 projects were invested, with an actual investment of 81.8 billion yuan. Despite the official investment of huge funds, it was completed. The semiconductor industry chain, but still lacks the ability to design, manufacture and produce core chips.

According to Gartner's top ten companies in the global semiconductor rankings in 2017, none of them are mainland companies. Even in the field of better performing foundry, mainland Chinese company SMIC is ranked 5th in the world, but it is all The annual operating income is only 1/10 of TSMC. From the perspective of chip supply, the domestic domestic chip supply rate is still less than 10%, and the dependence on imported chips is self-evident.

The report pointed out that in recent years, various localities have actively responded to national strategies and have established their own integrated circuit industrial bases, but there are many problems such as redundant construction, low-end investment, small and scattered. According to statistics, in 2017, semiconductor design companies have 1,380. Many, the number continues to grow. There are too many companies failing in the R&D process because they are not continuously invested.

Another serious problem is the shortage of talents. There is a shortage of 400,000 talents. The report said that according to the "China IC Industry Talent White Paper (2016~ 2017)", the total number of employees in the mainland semiconductor is currently less than 300,000. In terms of gross output value, compared with developed countries in Europe and America, mainland semiconductor companies have fewer people with more than 10 years of service.

According to the report, in order to solve the dilemma of semiconductor development, the industry should not only be prepared for "long-term war", but also must be large-scale and specialized. In order to make the funds more abundant and efficient, the state should standardize the investment direction and entry threshold.
