China's solid waste import volume decreased by 57% in the first quarter

China strictly prohibits the entry of foreign garbage and accelerates the reform of the solid waste import management system. In the first quarter of this year, the import volume of solid waste decreased by 57% year-on-year, of which the import volume of restricted solid waste decreased by 64%.

On the 19th, the report of the State Council on the Law Enforcement Inspection Report on the Treatment of Environmental Pollution by the Prevention of Solid Wastes and the opinions of the deliberations were submitted to the Third Session of the Standing Committee of the National People's Congress for consideration.

Entrusted by the State Council, Minister of Ecology and Environment Li Ganjie stated in the report that in order to plug the foreign waste import channel, the Ministry of Ecology and Environment will work with relevant departments to formulate and implement a three-year action plan (2018-2020). Since August 2017 , The Imported Waste Management Catalog has been adjusted three times in succession. The first batch of adjustment catalogs came into effect on December 31, 2017. It has completely banned the import of environmental hazards, and the masses have responded to solid waste; the second batch, the third batch will be It will be implemented from December 31, 2018 and December 31, 2019.

At the same time, China has strengthened the supervision of the entire process and strengthened the control of illegal importation of foreign waste. With strict approval for the import of solid waste, the amount of examination and approval in 2017 has dropped by 35% year-on-year. The General Administration of Customs and other departments have continuously increased efforts to check and smuggling foreign waste ports. There were 286 cases of criminal smuggling of foreign waste, and 86.68 million tons of wastes were investigated.

Li Ganjie introduced that related departments jointly launched the “Five Wastes” recycling industry such as e-waste, waste tires, waste plastics, used clothes and dismantling of waste household appliances. As of now, the country has focused on rectifying 194 “five waste” industry distribution centers. .

He said that China will continue to promote its three-year action plan, strictly review the application for solid waste import licenses, and strive to reduce the amount of solid waste imports year after year; from 2018 onwards, it will launch three consecutive years to crack down on illegal environmental behaviors of imported solid waste processing and utilization enterprises. Enforcement actions continue to maintain a high pressure.
