5G is coming! The Ministry of Industry and Information Technology has released the 5G base station related frequency band technical index consultation draft

On the 11th of June, the Ministry of Industry and Information Technology of the People's Republic of China (MIIT) issued a draft for soliciting comments concerning the specification of technical specifications and management specifications for the fifth-generation mobile base stations and other radio stations.

In order to promote the sustainable and healthy development of China's fifth-generation public mobile communications (5G) and coordinate the solution of the electromagnetic compatibility coexistence between mid-band 5G system mobile communication base stations and other radio stations (stations), the State Radio Office drafted the “3000-5000 MHz band Regulations for the Harmonization Management of Mobile Communication Base Stations of Five Generations and Other Radio Stations (Consultation Draft). Now open to the public for comments, please give feedback before July 15, 2018.

Article 1 In order to promote the sustainable and healthy development of China's fifth-generation public mobile communications (5G), coordinate and resolve the electromagnetic compatibility of 5G system base stations (hereinafter referred to as 5G base stations) with other radio service stations (stations) in the 3000-5000 MHz frequency band (mid-frequency band). Problems, maintenance of airwave order, in accordance with "The People's Republic of Radio Regulations", in accordance with "The People's Republic of China Frequency Division Regulations" and related frequency planning requirements, the development of this provision.

When applying for setting up and using 5G base stations and other radio stations (stations) in the frequency bands of 3300-4200MHz and 4500-5000MHz, the second concerned unit shall carry out interference coordination work in accordance with this provision; the radio regulatory agencies of each province, autonomous region, and municipality shall The required requirements to carry out the necessary interference coordination work, radio station (station) set up to use licenses, issued radio station licenses.

The third 5G base station setup and use unit shall follow the principles of 'main business to make main business, and then use let first use, no plan to make planning', in the completion of the same frequency, adjacent to other legal radio stations (stations) After the interference coordination, apply for the radio station license to the local radio regulatory agency and carry out the radio service according to the license matters and conditions specified in the radio station license. The 5G base station shall not transmit radio signals without obtaining the radio station license.

Article 4 5G base station installation and use units shall use 5G frequencies in strict accordance with the matters stipulated in the obtained radio frequency use licenses. 5G base stations in the 3300-3400 MHz frequency band are restricted for indoor use. The mutual interference problem is coordinated by the local radio regulatory agency. .

Article 5 The installation and use of 5G base stations shall not cause harmful interference to other radio stations (stations) legally used in the same frequency band and adjacent bands.

Article 6 The interference coordination procedures and standards for 5G base stations and co-frequency and adjacent-frequency satellite earth stations (including monitoring and control stations), co-frequency fixed service stations (stations) and co-frequency radio astronomical observatories are given in Appendix 1-3.

Article 7 Various measures taken to prevent 5G base stations from interfering with the legally established satellite earth stations and monitoring and control stations in the 3400-4200 MHz band, including the cost of earth station technical renovation, are in principle set and used by 5G base stations in the 3300-3700 MHz band. Units shall jointly undertake the implementation of the relevant cost-bearing measures separately. To prevent 5G base stations from interfering with fixed service stations (stations), the various measures adopted by the radio astronomical observatory, including technological renovation and other expenses, shall be set by units that use 5G base stations in the same frequency band. bear.

Article 8 From now on, the following newly applied radio station (station) settings and use licenses will no longer be accepted and approved:

(i) Terrestrial fixed service stations (stations) in the 3400-4200 MHz and 4800-5000 MHz bands;

(ii) Space radio stations and satellite earth stations (including monitoring stations) in the 3400-3700 MHz band.

Article 9 As of November 15, 2017, the newly-acquired single-satellite earth stations in the frequency bands 3700-4200MHz and 4500-4800MHz are subject to electromagnetic environment protection. The users should set their location before selecting the site for the project. Conduct electromagnetic compatibility analysis and demonstration, and solicit the opinions of the radio management agency of the selected location. If the request of the radio regulatory agency is not solicited, it shall not propose to the radio regulatory agency to eliminate harmful interference.

Article 10 In order to avoid interference from 5G base stations, the new 3700-4200MHz and 4500-4800MHz satellite earth stations (including monitoring and control stations) used in the newly installed technical specifications of their low-noise amplifiers or frequency converters have been set up since January 1, 2018. Should comply with the requirements of Annex 4.

Article 11 Other requirements for setting up the use of 5G base stations shall be implemented in accordance with the "Notice of the Ministry of Industry and Information Technology on the Establishment and Use Management of Public Mobile Communication Base Stations" (Ministry of Industry and Information Technology No. [2017] No. 330).

Article 12 This provision shall be implemented on the x days of the year 2018.
