After attending a public event on the same day, Huang Jinxing told the media that the consultants commissioned by the SAR Government had used financial incentives based on fees to enable the public to think twice about whether to purchase products. He said that with reference to the implementation of plastic bottle producer responsibility plan experience in the foreign countries, the recovery rate is as high as 8 to 90%. Hong Kong can make good use of technology, for example, setting up intelligent recycling machines in some parties to increase the recovery rate.
