The World's Largest Waste Power Plant Will Be Put into Operation Next Year! Why It Can | 'Eat' | The City's Huge Garbage

Shanghai Laogang Renewable Energy Utilization Center Phase I Plant Exterior

In Pudong, Shanghai, a key project in Shanghai, which can 'eat up' the city’s huge amount of waste and convert it into electricity, Shanghai Old Port Renewable Energy Utilization Center is moving from drawing to reality, and its second phase project (hereinafter referred to as ' The second-phase project's) is speeding up the construction of a busy and orderly scene.

As the largest domestic waste power generation project in Asia at present, the second phase of the project will build eight 750 ton/day incineration production lines, with a total daily processing capacity of 6,000 tons of domestic waste, and an annual incineration capacity of 2 million tons. After the second phase of the project is completed in 2019, Shanghai will be old. The Hong Kong Renewable Energy Utilization Center's Phase I and II projects have a total domestic waste disposal capacity of 3 million tons/year, and the incineration power generation will reach 1.2 billion kilowatt-hours per year. This will become the world's largest waste incineration power plant, and Shanghai will basically realize its life. Garbage 'zero landfill'.

Recently, the reporter walked into this garbage power project under construction to visit Shanghai to realize the recycling of refuse, reduce and harmless use, and how to achieve sustainable ecological development of the city through scientific and efficient waste incineration.

Urban Living Garbage 'Zero Landfill'

As of the end of 2017, the total size of waste incineration power generation in Shanghai is 13,300 tons/day. According to information released by Shanghai, the city produces more than 28,000 tons of domestic waste per day, of which more than 14,700 tons of garbage are disposed by landfill.

'Filling is not the best way to dispose of domestic garbage. After landfills will have a long-term impact on the surrounding environment, air, surface water, groundwater, soil and other aspects will be contaminated. 'Shanghai Old Port renewable energy utilization The relevant person in charge of the center said in an interview with this reporter that in order to reduce the pressure of waste disposal in Shanghai, the company also realized the zero landfill of the primary waste of the old port solid waste base, improved the utilization rate of domestic waste in Shanghai, and effectively relieved the land resources. In short supply, the second phase project came into being.

'The second phase of the project will enable the service life of the old port solid waste base, which is the 'reserve bottom support' of Shanghai's waste disposal, to be extended.'

The second phase of construction started on December 30, 2016, is located at the north side of the first phase of the old port renewable energy utilization center at the southeast corner of Shanghai Laogang Solid Waste Comprehensive Utilization Base, and is invested by Shanghai Chengtou Laogang Solid Waste Comprehensive Development Co., Ltd. Construction, Shanghai Power Construction and Shanghai Construction Engineering Group Co., Ltd. jointly established the general contractor.

After the completion of the second phase project, it will shoulder 70% of Shanghai's domestic garbage disposal tasks and basically achieve the 'zero landfill' of old garbage at the old port solid waste base. 'The second-phase project manager of Shanghai Power Construction Laogang Renewable Energy Utilization Center Chen Fucheng told reporter.

A waste incineration power generation monitoring room

It is understood that with the continuous improvement of living standards of the urban population, takeaways, express delivery and other industries are developing rapidly. Although the construction of the second phase project can effectively increase the capacity of waste incineration disposal in Shanghai, there is still a large gap in waste incineration processing.

'At present, the Jinshan, Songjiang, and Fengxian plants in Shanghai are planning expansion. The relevant person in charge of the Old Port Renewable Energy Utilization Center told reporters frankly, 'Shanghai Laogang Renewable Energy Utilization Center is already conducting research and planning for the implementation of the third phase of the project.' , It will be very likely to build a waste incineration power plant that will handle 10,000 tons of garbage daily.

Although the development prospects are good, from the perspective of actual operation, the waste-to-energy project is a low-profit operation. The relevant person in charge of the Old Port Renewable Energy Utilization Center continued to disclose: 'The domestic waste incineration power generation project belongs to the municipal public infrastructure, and the low profit is the government's Basic positioning of this type of project. The purpose of investing in the construction of waste-to-energy projects is not to make profits, but to effectively eliminate more than 14,700 tons of domestic waste in Shanghai every day.

The reporter learned that since 2000, Shanghai Power Construction has successively built 11 domestic waste incineration power plants in Shanghai, Shenzhen, Qingdao, and Macao, which have alleviated some of these urban waste "sieges".

3D technology saves millions in cost

The second phase of the project will build eight 750 ton/day incineration production lines with a total construction area of 145,000 square meters. The water pressure tests of the first four boilers have just been successfully completed. It is planned to complete the reverse power transmission by the end of August and start the single unit commissioning, 11 The pressure test of all 8 boilers will be completed by the 10th of the month, and the first unit will be commissioned in March next year. Chen Fucheng briefed the reporter.

A waste incineration power generation operation site

It is understood that the second-phase project adopts the most advanced equipment at present, and the garbage incineration system adopts a mechanical grate furnace, and the waste heat power generation adopts a medium-temperature sub-high pressure steam boiler and a condensing turbine. In addition, the smoke processing adopts the 'SNCR minus tower + dry method. Deacidification + activated carbon injection + bag filter + wet + SCR' combination process, can make smoke emissions more stable.

In addition, compared with the first phase of the project, the second phase of the construction site has adopted a more advanced technology - field cloth planning using building information model (BIM). The application of BIM technology can make managers and construction teams more clearly and intuitively understand Space layout, site planning and material stacking, etc.

The project department aims to practice the wisdom of the construction site. Through the BIM 3D model and statistical reports, the construction progress of the second phase of the project can be displayed in an all-round way, which facilitates the tracking of the progress of the project. The construction simulation through the 3D model and the construction plan enables the timely detection of problems. Reduce the rework rate in the actual construction, improve the optimization design. 'Chen Fucheng said.

It is understood that the second phase of the project will also build a 3,000-square-meter juvenile education base. The three-dimensional design was adopted at the beginning of design. BIM technology enabled it to save 9 months in the design process, and through the deep design of the model, The cost is in the millions. In addition, the emission standards for the second phase of the project will adopt the most stringent flue gas emission targets. Dioxins, nitrogen oxides, sulfur dioxide and other pollution emission indicators will be lower than the national standard.

'We chose Shanghai Power Construction as one of the contractors because of the previous cooperation. 'People from Shanghai Chengtou Laogang Solid Waste Comprehensive Development Co., Ltd. told reporters that the Shanghai Jiangqiao built to build Shanghai Jiangqiao household garbage. The incineration plant project won the Luban Award, the Golden Steel Award and the Bai Yulan Award for the National Construction Project; the contracted construction contract of the Old Port Renewable Energy Utilization Center won the 2011 Shanghai Major Engineering Civilization Site and the 2013 Shanghai Construction Project. Bai Yulan's award, with the responsibility for the efficient and effective cooperation of the central enterprises, the quality of the project is guaranteed.

'In participating in the cracking of urban environmental problems, we feel a heavy responsibility. We must build high-level, world-class projects and set a new benchmark for waste incineration power generation. 'The responsible person of Shanghai Power Construction told the reporter.
