In order to effectively curb white pollution and protect the ecological environment, according to the “Notice on Restricting the Use of Plastic Shopping Bags for Production and Sales” (Guobanfa (2007) No. 72) of the State Council’s General Office, it is now about the ban on the use of plastic shopping bags and related products in the city. The matters are announced as follows:
I. According to Article 34 of the Shangri-La City Administration Regulations, the prohibition of production and sales of non-degradable plastic shopping bags, commodity sales, business services and other places shall not provide and use non-degradable plastic shopping bags. Encourage the use of food baskets, cloth bags, etc. Other alternative products', the city's all supermarkets, shopping malls, shops, bazaars, catering, pharmaceutical business units, medical institutions and stations, airports, tourist attractions and other places prohibit production, sales, use of plastic shopping bags.
2. Prohibit sales, use disposable plastic lunch boxes that do not have a production license.
Third, improve the level of recycling of waste plastics, speed up the implementation of classified collection and disposal of domestic waste, and effectively reduce the amount of waste plastics that are mixed into waste incineration or landfill.
4. The Municipal Market Supervision Bureau, the Municipal Comprehensive Administrative Enforcement Bureau, the Municipal Environmental Protection Bureau, and other related departments will, in accordance with relevant laws and regulations, seriously deal with enterprises and individual industrial and commercial households that violate the plastic limit regulations according to law.
5. The Municipal Market Supervision Bureau, the Municipal Comprehensive Administrative and Law Enforcement Bureau, the Municipal Environmental Protection Bureau, the Municipal Central Office and other related departments shall accept complaints and reports from the people.
