The conference pointed out that in accordance with the arrangements of the Party Central Committee and the State Council, we must create a more fair, transparent, and convenient foreign investment environment, promote the formation of a comprehensive and open new pattern, and strive to maintain China’s status as a global destination for foreign investment. The meeting determined that: First, the market should be relaxed. The implementation of the commitment to eliminate or relax foreign investment restrictions in the manufacturing industries such as automobiles, ships and aircraft has been clearly implemented. The system of qualified foreign investors will be improved, and foreign traders will be actively involved in the participation of crude oil, iron ore and other futures trading, and support for foreign financial Institutions are more involved in the underwriting of local government bonds. The second is to upgrade the level of international investment in benchmarking. The revision of the negative list of foreign investment access will be completed before July 1st this year. The establishment of foreign-funded enterprises with a total investment of less than US$1 billion will be established. And change, decentralization to the provincial government for approval and management. Simplify the work permit process for foreign talents to come to China. Registered companies in China may employ qualified foreign talents to obtain visas within two working days. Third, protect the legitimate rights and interests of foreign capital. Seriously cracking down on infringement and counterfeiting, infringing commercial secrets, malicious trademark registration, etc. The fourth is to strengthen the role of an important platform for the use of foreign capital in national-level development zones and to increase the use of foreign investment. The meeting pointed out that further reducing the import tariffs on daily consumer goods will help expand the opening up, meet the needs of the masses, and push the product up to quality and industrial upgrading. The meeting decided that starting from July 1 this year, clothing, shoes, hats, kitchens and sports and fitness products will be provided. The average tariff rate on import duties decreased from 15.9% to 7.1%; the average tariff rate on import tariffs on household appliances such as washing machines and refrigerators fell from 20.5% to 8%; the average import tariffs on imported foods for processed foods such as farmed fishery, fishing products and mineral waters, etc. From the 15.2% to 6.9%; the average tariff rate on imports of cosmetics and some medical and health products such as detergents and skincare, hairdressing, etc. fell from 8.4% to 2.9%. The relevant departments should implement tax reduction measures to prevent intermediate links from increasing profits, To benefit consumers and promote the competitiveness of domestic industries.
In order to better protect the rights of disabled children and promote social civilization and progress, the conference decided to establish a rehabilitation and relief system for children with disabilities. From October 1st this year, it will provide sight, hearing, speech, body, and intelligence for eligible 0-6 year olds. Disabled children and autistic children, including economically disadvantaged families, disabled children adopted by welfare agencies, and orphans with disabilities, etc., provide assistance for surgery, assistive device deployment, and rehabilitation training. Relief funds are included in budgets of local governments at or above the county level, and the central government provides appropriate subsidies. By 2020, basically disabled children will be saved.
