Policy: Beijing encourages construction of temporary disposal facilities for construction waste
The drafting of the “Opinions on Further Enhancing the Comprehensive Utilization of Construction Waste Resources” was jointly drafted by many departments in Beijing and it was formally implemented since last week. It was learned from the Municipal Housing and Construction Committee that according to the Opinions, all districts in the city can adapt to local conditions and build 1 to 2 temporary or semi-stationary construction waste recycling facilities.
The "Opinions" proposes that demolition projects should implement the comprehensive utilization of building waste resources at the demolition site. Each district can construct one to two temporary (or semi-fixed) construction waste resource utilization facilities according to local conditions, and will be demolished after the mission is completed. The relevant departments will expedite the formalities in accordance with the law; if transshipment or the on-site implementation of comprehensive utilization of resources is not feasible, construction waste shall be transported to a qualified concession yard or a fixed resource recycling plant for reasonable disposal in accordance with relevant regulations. The resource-based disposal shall be properly disposed of by the generating unit in accordance with the principles of 'who produces and who is responsible' and industrial supervision.
The “Opinions” clarified that the cost of disposing construction waste for demolition works should be borne out by the contractor. The contractor should specify the contract price. The contract price should not exceed 150% of the current construction waste disposal fee standard, and be included in the project removal cost or project construction cost. In addition, the “Opinions” put forward two innovative measures: financial support and policy support: First, the “special fund for rectification and improvement promotion” funds can be used to support the construction waste recycling and comprehensive utilization of construction waste generated by illegal demolition in various districts; The second is to propose resource-based disposal enterprises can enjoy preferential tax policies in accordance with relevant regulations.
