Charging infrastructure is an important infrastructure for the development of electric vehicles in our country. In recent years, we have also achieved great results. To give you an overall data, that is, our country’s infrastructure and electric vehicles have more than half of the world’s total. This is certainly more familiar to me. In terms of charging piles, the first one is the construction of residents' charging piles. After several years of construction, the problem of installing charging piles in residential areas has eased. The construction of public charging piles has been steadily increasing, and the regional structure has been further optimized. I have not introduced many achievements here.
It mainly talks about the problems facing the development of the charging infrastructure in the industry. It is divided into eight aspects:
1. Utilization rate. We have done a statistic. Especially the utilization rate of public charging infrastructure is relatively low. It should be said that it is 12%. Here I would like to discuss with you a question about the definition of charging infrastructure utilization. From the perspective of the energy industry, we now say that the abandonment of wind and the rate of abandonment of light are actually the same. The utilization rate of public charging piles is now calculated as an algorithm. According to the rated power for one year, the operating conditions, equivalent to the utilization hours, are finally obtained. More than a dozen percent. In fact, here we think about the positioning of public charging infrastructure, we should still think further. So we are also studying. On the one hand, while raising the utilization rate, the other is in a reasonable definition. This is also a need. Research and discussion issues.
2. Standards Now that charging infrastructure has done a lot of work in terms of standards, as an emerging industry, emerging industries, and technologies are changing with each passing day, the standards system is not sound enough, especially as this new technology continues to emerge. As the models continue to emerge, the establishment of the standard system takes a long time, so there are some unsupported situations.
3. Layout. There are places where electric cars are charged and queued up. Some places are built up from the charging pile until the end of the end of life. Nobody is using it. It reflects a layout problem.
4. Supporting services. The supporting service mainly refers to the completeness of the system in the process of constructing the charging pile, the various local government departments, and then the power company, and there are also some needs to be improved in this regard. The problem.
5. Interconnections. Currently, there is a high degree of concern in terms of interconnection and interoperability. Currently, there are many operators. We open up a variety of mobile phone charging apps, but the user's charging experience is still not good, and the level of data interconnection among operators needs to be improved. Can't fight for each other.
6. Participation. Charging infrastructure In the overall industrial chain, I personally think that the charging infrastructure is in a weak position in this industry chain. Why do you say this? In this regard, the involvement of car companies in infrastructure work is relatively low. In addition to power batteries, charging raises some technical problems and it is difficult to coordinate.
7. Technology. The technology is now updated quickly, and in the future there will be some new large-scale high-power charging. Proposing these technologies requires the industry to timely track the charging infrastructure.
8. Policy. Although we have introduced a lot of protection policies, there are still some lags on the whole, which cannot keep up with the needs of market development.
In response to these problems, as a matter of fact, the National Energy Administration has been paying close attention to the development of the charging infrastructure industry. Since 2015, the "Guiding Opinions of the General Office of the State Council on Accelerating the Construction of Electric Vehicle Charging Infrastructure" has been issued, based on this guidance. There was also a series of policies for the construction of charging pile infrastructure in residential areas, as well as a parking lot and a unit built inside the building. For the charging price, there are also some charging infrastructure incentives and strengthening of these notifications for the development of new energy vehicles. A series of policy measures. The purpose is to accelerate the development of electric vehicle infrastructure to meet the needs of the development of the automotive industry in the new era.
In response to the several issues raised just now, to implement the spirit of the Nineteenth Party Congress, and guided by the socialist ideology of China’s new era in Xi Jinping’s new era, we have conscientiously implemented the Party’s Central Committee and State Council’s decision-making and deployment of innovative energy vehicles, and proposed the next phase of improvement. The overall goal is to significantly increase the level of charging technology, product quality of charging facilities, improve the standard system, optimize the layout of charging facilities, significantly increase the capacity for charging interconnection, improve the service level of charging operations, and significantly optimize the industrial development and industrial structure. First, improve the quality of charging facility products and operations.
Nowadays, there are many companies involved in the charging facility operations. The level of development of the industry is uneven. Focusing on this issue, charging vehicles will increase the level of charging infrastructure involved in the operation and maintenance of enterprises, strengthen resource protection, and require infrastructure procurement standards to systematically check existing facilities and equipment. Second, optimize the layout of charging facilities.

Third, charging facility power access protection.
This is also an area where charging infrastructure development reflects many issues. It is predicted that the charging needs will be included in the special planning of the distribution network, and higher requirements will be put on the power supply enterprises. The power access will be used as the infrastructure for the development of new energy vehicles, and the power grid companies will serve the new energy vehicles in the distribution network in the future. Development is an important task. Strengthen access to charging facilities in residential areas. It is generally difficult for us to reflect on our business. We encourage the exploration of profitable and sustainable business models, encourage vehicle charging operation services, travel services and other companies to cooperate, encourage the integration of charging plants and commercial real estate, and encourage the use of clean energy. The price of energy such as peaks and valleys reduces energy use costs, promotes the integration of car networking, charging networks, and the Internet, and solves the problem of low utilization of charging facilities and difficult profitability for operators. There is also a problem in this area. It is believed that the development of charging infrastructure and electric vehicles will help the grid to reduce peaks and valleys, and reduce peak-to-valley differences.
