Chapter 1 General
Article 1 In accordance with the "Notice of the Xiamen Municipal People's Government on Issuing Opinions on the Implementation of Accelerating the Development of the Integrated Circuit Industry" (Xiafu [2016] No. 220), this Detailed Implementation Regulation is formulated for clear support.
Article 2 The Implementation Rules shall be approved by the Leading Group for the Development of IC Industry in Xiamen (referred to as the 'IC Leading Group'), and the Office of the Leading Group for the Development of Integrated Circuit Industry in Xiamen shall be organized and implemented (abbreviated as 'IC Office').
Article 3 This Implementation Regulation applies to the place of registration. The business premises are all within the administrative jurisdiction of the Municipality. It has an independent legal personality and no violation of laws and regulations. It specializes in the design, manufacture, packaging and testing, equipment and material production and R&D of integrated circuits. , professional investment and financing, public technology services and other business activities integrated circuit companies (units) (hereinafter referred to as integrated circuit companies).
Article 4 defines the regional planning and construction of the integrated circuit industry R&D, manufacturing and personnel training and training 'multiple in one' functional area; and plans to build integrated circuit manufacturing and supporting clusters in Tongxiang High-tech Industrial Base (Shitou District); Emerging Industries and Modern Service Cooperation Demonstration Zone, Science and Technology Innovation Park, Torch Lake Garden, Software Park Planning and Construction of Integrated Circuit Design and Associated Industrial Parks in Phases II and III; Plan for Cooperation Demonstration Zones for Emerging Industries and Modern Services in the Jimei District or Both Sides of the Strait Construction of IC talent cultivation base and university science and technology park; In Haicang information consumption industrial area, Xiamen Center, Zhonglu Industrial Park Planning and construction for integrated circuit design, packaging and testing (carrier board), equipment and materials, and specialty process integrated circuit manufacturing projects Industrial parks; In the northern part of the airport (Huli Free Trade Zone), there are plans for the establishment of free trade zones covering bonded ICs and public technology services. Other newly-built integrated circuit industrial parks are identified by the IC leadership team.
Chapter II Investment and Financing Policy
Article 5 Xiamen Integrated Circuit Industry Investment Fund with a scale of not less than RMB 50 billion (RMB) is established. The fund is market-based. As a parent fund, it directs social capital, industrial capital, and financial capital to the integrated circuit industry. The methods and management methods are clearly defined.
Article 6 Financial Subsidies for Investment and Finance
Encourage banking financial institutions to lend credit to integrated circuit companies, establish special loans for integrated circuits and design financial products for the integrated circuit industry. Support government financing guarantee agencies to provide guarantees for integrated circuit SME loans, and provide 1% of annual guarantees. The guarantee agency grants. IC is responsible for organizing the relevant departments to formulate relevant measures for approval by the IC leadership team.
Chapter III Key Support Areas
Article 7 Encourage new (expanded) integrated circuit production lines (projects) in Xiamen, compound semiconductor device manufacturing, modules, epitaxial wafer production projects (enterprise), micro-electro-mechanical systems (MEMS), power semiconductor devices and specialty process projects (enterprise) .
Article 8 Promoting the creation of a collaborative innovation system for complete systems (intelligent terminals), software, chips, information technology industries, and information services industries; supporting IC manufacturing, design, software, and system-wide (terminal) collaborative development, and driving integrated circuits Packaging and testing, equipment and materials industry development; encouraging system integration (terminal), vertical integration of integrated circuit companies (mergers and acquisitions), support for IDM or virtual IDM cooperation models, and IC key projects identified by the IC leadership team.
Article 9: The business unit or the park management (operating) organization or the IC member unit submits the matter to the IC office for 'one meeting and one discussion'. The IC office calls the relevant unit to study the major integration that meets the requirements of 'Articles 8 and 9'. Circuits and related projects (enterprise) adopt the policy of “one discussion and one discussion”, focusing on financial, taxation, industry, finance, land, market, technology, and other resources.
Chapter IV Talent Support Policy
Article 10 Subsidy for High-end Talents in ICs
(I) Supporting objects
The high-level talents in the IC industry mentioned in the 220th document of Xiamen (2016) are newly introduced on June 27th, 2016. They are in line with the “Improvement Criteria for High-end Talents in the IC Industry of Xiamen” and have been reviewed and confirmed by the IC leadership team. All levels of talents in the field of circuit, including Class A talents (leaders), Class B talents (core talents), and Class C talents (backbone talents). Introduced in the form of government employees, government-recognized experts, etc., according to the conditions and procedures Determined to be a high-end talent in the integrated circuit industry, and enjoy relevant treatment. According to the "Fujian Provincial Introduction of High-level Talent Evaluation and Evaluation (Trial)" (Yanzhi Talent [2015] No. 5) and other provincial and municipal policies for talent assessment, through IC The top-level talents in the IC industry identified by the leading group shall be given priority under the same conditions.
(II) Subsidy standards
According to the IC leadership team, the high-end talents in Class A, B, and C integrated circuits that meet the “High-Level Talent Evaluation Standards for the Integrated Circuit Industry in Xiamen” are entitled to one-time settling subsidies of 1 million yuan, 500,000 yuan, and 300,000 yuan respectively.
Article 11 Rewards for core members of senior management and technical teams in integrated circuit companies (units)
(1) Rewards
As a core member of executives and technical teams in IC companies in Xiamen, the annual salary (before tax) is RMB 300,000 (inclusive).
(II) Award criteria
According to 25% of the local retained portion of the personal income tax paid within 3 years of the income from wages and salaries of talented people, it is rewarded for the use of talents in the purchase of (purchase) houses, purchase of cars, decoration, purchase of furniture and appliances, training, and expenditure on the education of minor children.
Article 12 Anjia (rental) Allowance for graduates in the shortage of related integrated circuits
(I) Supporting objects
Newly received from the day of the implementation of X220 (2016) document, has a full-time undergraduate degree or above, professional in line with the "Xiamen integrated circuit industry related to the shortage of professional directory", with the city's integrated circuit industry related companies signed more than 2 years (Including 2 years) labor contract and graduates who have paid social insurance premiums for more than half a year.
(II) Subsidy standards
Graduates of various types of graduates who come to Xiamen IC companies to set up their own homes (renters) are granted the following subsidies: Graduates' allowances for the standard rental housing allowance for undergraduates 800 yuan/month 400 yuan/month Master students 1200 yuan/month 600 yuan/month Ph.D. / Month 1000 yuan / month
(c) Filing requirements
1. The integrated circuit companies in our city are working staff (excluding the intern).
2. Have not enjoyed the public rental housing in Xiamen City, the protection of housing or talent purchase subsidies.
3. The graduates who settled in an apartment (rental) shall be uniformly declared by the enterprise (unit). The total number of newly-increased students per year in IC companies (units) shall be no more than 15% of the total number of employees in the current year.
4. Each graduate enjoys a subsidy period of 2 years.
Chapter V Scientific Research Support Policy
Article 13 Subsidy for Personnel Training Base in Microelectronics
The focus is to support integrated circuit companies (units) and key universities at home and abroad, where scientific research institutes are located in Xiamen to build talent training bases for microelectronics, and to carry out practical training or skills training in areas such as integrated circuit design, manufacturing, equipment, and packaging and testing. The municipal industrial technicians' training base shall be subsidized to not less than 500,000 yuan per base. If the city is identified as a demonstration public training base, subsidies shall be granted for 30% of the base purchase equipment and decoration costs, and the maximum for a single base. 5 million yuan.
Article 14 Supporting Assistance
(I) Supporting objects
It is recommended by IC Leading Group member units to obtain integrated circuit projects supported by national major science and technology projects, key R&D plans, and major scientific and technological achievements conversion projects.
(II) Subsidy standards
For projects that meet the above conditions, 50% of the supporting amount is given, and the amount exceeds 10 million yuan. The subsidy will be provided at 10 million yuan. The sum of the state, provincial, and municipal funding amounts shall not exceed the total project investment.
Article 15 High-level IC R&D Institutions Recognize Awards
(1) Rewards
Approved national, provincial and municipal enterprise technology centers, engineering technology research centers and key laboratories integrated circuit companies (units).
(II) Award criteria
The state-level enterprise technology center, engineering technology research center, and key laboratories that have been approved shall be rewarded with a supplement of 10 million yuan; the provincial and municipal enterprise technology centers, engineering and technology research centers, and key laboratories shall be granted one-off 100 Ten thousand yuan reward.
Article 16 Subsidy for the establishment of integrated circuit R&D institutions in Xiamen
(I) Assistance
As determined by the IC leadership team, an integrated circuit company (unit) with an independent legal person qualification is set up at Xiamen's R&D headquarters (R&D center) or sub-center, and registered by the Municipal Science and Technology Bureau.
(II) Subsidy standards
In accordance with its arrival in Xiamen, non-city financial funds will be subsidized by purchasing 30% of actual investment in R&D equipment, and the maximum amount of subsidies will not exceed 20 million yuan.
Article 17 Taxi Benefits
(1) Multi-Project Wafer (MPW) for R&D, Test Piece Hydrographic Assistance for Engineering Pieces
1.Subsidy target
For integrated circuit companies, universities and research institutes registered in Xiamen City, the project undertaker applying for subsidies should meet the following requirements:
(1) Has a certain number of IC design talents and has the ability to develop independent intellectual property chip products; (2) No infringement of other people's intellectual property rights, can provide proof of chip development using legal IC design software tools; (3) The research and development of chip products should have high technical level, strong market competitiveness, and industrialization prospects.
2. Subsidy standards
Priority will be given to supporting the production, research, and research of chip products jointly developed by R&D, and the primary pilots of new R&D chip products will be subsidized by means of unpaid subsidies:
(1) The integrated circuit company MPW used for R&D is subsidized at no more than 70% of the direct cost of MPW, and the IC chip used for research and development of the integrated circuit company will be funded at no more than 30% of its processing fee. (2 ) MPWs for research and development, universities or research institutes will be subsidized at no more than 80% of the MPW direct costs. (3) The annual subsidies for each company (unit) do not exceed 2 million yuan.
(II) Local first-time project tapeout subsidies for local IC companies
Local integrated circuit companies use the local non-enterprise integrated circuit production line to process the film, and provide subsidies at 40% of the cost of the first project tape (including IP authorization or purchase, mask making, tape, etc.), and the annual subsidy does not exceed 5 million. yuan.
Article 18 IP Purchase, Third Party IC Design Platform Use Grant
(I) IP Purchase Assistance
1.Subsidy target
Purchase IP for IC companies (units) that have high-end chip R&D and have independent legal personality.
2. Subsidy standards
A 40% subsidy for the purchase of direct costs for eligible IP companies, and the total annual subsidy for a single enterprise (unit) does not exceed 2 million yuan.
(B) Third-party platform use subsidies
1.Subsidy target
Use the IP multiplexing provided by a third-party IC design platform identified by the IC leadership team to share design tool software or test and analysis services for integrated circuit companies (units).
2. Subsidy standards
Each year, subsidies are granted at 50% of the service fees (actual fees) paid to third-party platforms. Each enterprise (unit) has an annual subsidy of no more than 1 million yuan.
Article 19 IC companies are encouraged to implement intellectual property strategies. For applications for and obtaining invention patents at home and abroad, refer to the "Measures for the Administration of Special Funds for Patent Development of Xiamen City" (Xiazhi [2017] No. 13) to be awarded and subsidized.
Chapter 6 Growth Incentives
Article 20 Procurement of Local Production Chip Modules
(I) Supporting objects
Buy local enterprise chips or modules for production systems (machines), terminals, and other products for local companies.
(II) Subsidy standards
In the local system (whole machine) with annual sales of more than RMB 1 billion, the terminal company purchases the first IC chip or module, and the first order for the same local IC supplier is based on the actual purchase amount (purchase amount). 40% of the grants are given to the local system (whole machine), terminal enterprise subsidies, and the total annual subsidies for a single enterprise does not exceed 3.5 million yuan. Procurements to affiliated companies do not count towards the total amount of funding accounting purchases.
Article 21 Rent subsidies for Industrial Parks, subsidies for investment in fixed assets for integrated circuit projects
(I) Industrial Park R&D, production, and office rental subsidies
1. Assistance target
The local integrated circuit companies (units) renting out R&D, production or office premises in the industrial parks identified in Article 4 of this Detailed Implementation Regulations.
2. Subsidy standards
Within five years from the date of the first rent, in accordance with the form of 'subsequent supplements', a 50% subsidy will be given to the rent. The construction area per subsidy for each enterprise shall not exceed 1,000 square meters, and the total annual subsidy shall not exceed 300,000 yuan. The enterprises of the real estate may not declare. Enterprises that have sublet, co-tenant, share, and other similar venues operating rent subsidies may not report.
(II) Subsidy for Investment in Fixed Assets in IC Projects
1.Subsidy target
For projects such as integrated circuit design, manufacturing, packaging and testing, and equipment and materials that meet Xiamen's land use requirements, priority can be given to the purchase of land, office space, etc., and a certain amount of subsidies for fixed assets investment can be given based on specific conditions.
2. Subsidy standards
(1) Equipment subsidies: According to the company's annual actual equipment (excluding distribution equipment) 10% of the amount of investment to give subsidies, the amount of subsidies exceeds 10 million yuan to submit the 'a matter an agreement' to determine.
(2) Subsidy of Power Regulator System: IC wafer manufacturing, packaging and other projects that IC companies have independently invested in the power voltage stabilization system to improve the power distribution quality of the factory, will be granted once in accordance with 20% of the investment in the project's power regulator system. Sexual assistance, subsidy amount of more than 10 million yuan is drawn to 'a matter for a discussion'.
(3) Clean Room Decoration Subsidy: The subsidy will be given in accordance with 20% of the actual cost of the clean room at Grade 1000 and above, and the amount of subsidy exceeding 5 million Yuan shall be determined.
Article Twenty-two IC companies increase production rewards
(1) Rewards
1. For the first time, annual sales revenue exceeds 100 million yuan, 300 million yuan, 500 million yuan, and 1 billion yuan in integrated circuit companies (excluding IC design companies).
2. The annual sales revenue exceeds 20 million yuan for the first time, 50 million yuan, 80 million yuan, and 100 million yuan for integrated circuit design companies.
(II) Award criteria
1. Local integrated circuit companies (excluding integrated circuit design enterprises) Revenue exceeds 100 million yuan, 300 million yuan, 500 million yuan, and 1 billion yuan for the first time. Since the current year, they have added new value-added tax for three consecutive years. For the retained portion of the local government, 50%, 40%, 30%, and 20% of the total amount will be awarded, and the total amount will not exceed 5 million yuan.
2. The annual sales volume of local IC design companies surpassed 20 million yuan for the first time, 50 million yuan, 80 million yuan, and 100 million yuan. Since the current year, the newly added value-added tax and local corporate income tax have been retained for three consecutive years. According to the proportion of 50%, 40%, 30%, and 20% respectively, the total amount will not exceed 5 million yuan to reward the company.
3. Each time the company raises the bonus level, the award standard is increased accordingly, and the bonus period is re-evaluated for 3 years.
Chapter VII Declaration and Approval Procedures
Article 23 Declaration and Examination Procedures
(I) Declarations. The IC Office took the lead in the formulation of the "Guideline for the Application of the Special Fund for the Development of the Integrated Circuit Industry in Xiamen City" of the current year. Enterprises (units) that meet the requirements are required to submit the application materials to the corresponding agency. The application guidelines include declaration of company conditions and financial support. Annual and reporting time, application materials, annual reporting items, online reporting items, material requirements, and acceptance units and consultation telephones.
(II) Preliminary examination. IC is responsible for organizing the preliminary examination of the application items by the relevant departments of the IC Office. The application materials, objects, and projects shall be reviewed to see if they meet the requirements.
(III) Expert review. The IC office organizes relevant departments to carry out expert assessment according to the specific situation. The assessment experts shall be selected from the expert database to form a review committee. The review committee shall carry out assessment according to the assessment outline, preliminary review opinions and enterprise application materials, and form a project review. opinion.
(IV) On-site verification. The IC office organizes relevant departments to perform on-site inspections according to specific conditions. The on-site inspection includes original materials, personnel, site, equipment and facilities, projects, financial and business conditions, etc., and forms on-site inspection opinions.
(5) Joint review. According to the specific circumstances, the IC office organizes the relevant departments to hold a joint project review meeting and invites the supervisory department and the accepting unit to participate. The joint review will review the application items that passed the first-time review, expert review, and on-site inspection to form a joint review. Results. For major projects, IC is reported to the IC leadership team for approval based on specific conditions.
(6) Withdrawal of funds. The IC office, together with the Municipal Bureau of Finance, issued a notice of fund disbursement to handle fund-raising procedures.
(7) Supervision and inspection. The relevant supervisory departments shall inspect and supervise the implementation of the project and the use of funds in accordance with these rules.
Chapter VIII Supplementary Provisions
Article 24 The funds for supporting the IC support policies shall be borne by the municipalities and districts according to the current financial system, and the municipal and district financial special funds shall be guaranteed.
Article 25 The procedures for 'one thing, one discussion' involved in the implementation of the policy are as follows:
(1) The IC leading group member unit, the investment promotion unit or the park management (operating) organization submits the issue of 'one matter and one discussion' to the IC Office;
(2) The IC Office is responsible for sending the issues to relevant departments for comments;
(3) The IC Office is responsible for collecting and arranging feedback from various relevant departments and organizing special seminars based on the feedback;
(4) The ICBC organizes a special meeting for the study of “one matter and one discussion” and forms specific proposals and opinions.
Article 26 This Implementation Regulation shall be interpreted by the IC Office and shall be implemented in conjunction with the “Notice of the Xiamen Municipal People's Government on Printing and Issuing Opinions on the Implementation of Accelerating the Development of the Integrated Circuit Industry” (Xiafu [2016] No. 220).
