On the morning of April 19, the General Office of the Ministry of Ecology and Environment issued an announcement regarding the adjustment of the Catalogue of Imported Waste Management.
The announcement pointed out that in order to further standardize the management of solid waste imports and prevent environmental pollution, the “Law of the People’s Republic of China on Solid Waste Pollution Prevention and Control” “Administrative Measures on the Import of Solid Waste” and related laws and regulations, the Ministry of Ecology and Environment, the Ministry of Commerce, and the National Development and Reform Commission The General Administration of Customs carries out the following adjustments to the current Catalogue of Solid Wastes Restricting Importable Materials that Can Be Used as Raw Materials, the Catalogue of Solid Wastes that Can Be Used as Raw Materials for Unrestricted Imports, and the Catalogue of Solid Waste Prohibited Imports:
First, 16 kinds of solid waste (such as Annex 1) such as scrap hardware, waste ships, waste automobile press parts, smelting slag, industrial waste plastics, etc., shall be transferred from the “Catalogue of Imported Solid Wastes that Can Be Used as Raw Materials”. The Catalogue of Prohibited Imports of Solid Waste is implemented from December 31, 2018.
2. Sixteen types of solid waste, such as stainless steel scrap, titanium waste, wood waste, etc. (see Attachment 2), from the “Catalogue of Imported Solid Wastes that Can Be Used as Raw Materials” The list of solid wastes used as raw materials was transferred to the Catalogue of Prohibited Imports of Solid Waste, and will be implemented as of December 31, 2019.
Catalogue of Imported Waste Management (Ministry of Environmental Protection, Ministry of Commerce, National Development and Reform Commission, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine, Announcement No. 39 of 2017) If the attached list is inconsistent with this Notice, this announcement shall prevail.
