On April 12, the Department of Equipment Industry of the Ministry of Industry and Information Technology issued the document 'Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Transport' issued a Notice on the "Intelligent Network Alliance's Road Test Management Regulations (Trial)"', clearly testing the roads. A series of requirements and the basis for traffic violations.
This marks the development of intelligent networked vehicles, and provides guidelines for provinces and cities that have not yet introduced detailed regulations for local intelligent networked road tests, thereby promoting the development of intelligent networked vehicle technologies.
The three ministries clarified the intelligent networked road test specification
The "Intelligent Network Alliance Road Test Management Regulations (Trial)" puts forward:
The road test test subject is an independent legal entity registered in China. It possesses related business capabilities such as automobile and parts manufacturing, technology research and development or testing, and has sufficient civil compensation ability.
The test driver is trained on the test subject's automatic driving, familiar with the autopilot test procedure, masters the autopilot test operation method, and has emergency handling capability under emergency conditions.
The test vehicle should not have been registered with the motor vehicle. It can safely, quickly and simply switch between the manual operation mode and the automatic operation mode. This ensures that the vehicle can be instantly converted to a manual operation mode under any circumstances. The vehicle status record is available. , Storage and online monitoring functions, and automatically record and store at least 90 seconds before the vehicle accident or failure occurs, data storage time is not less than 3 years.
The test vehicle shall be fully tested in a specific area such as a closed road or site, and the autopilot function shall be tested and verified by a third-party testing agency engaged in automobile-related businesses recognized by the state or province.
The test subject shall submit a periodical test report to the provincial and municipal government competent authorities that issue a test notice every six months, and submit a test summary report within one month after the end of the test. Provincial and municipal government authorities In June and December of each year, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Transport report on the testing of intelligent network-linked cars in the area.
For severely injured, dead or damaged vehicles, serious vehicles, or serious accidents caused by traffic accidents, the provincial and municipal government authorities shall cancel the test notice and recover the temporary vehicle number plate.
In addition, 14 test items were also proposed in the notice, including identification and response of traffic signs and markings, recognition and response of the driving status of vehicles in front (including opposing vehicles), recognition and response of obstacles, and follow-up driving (including Parking and starting, parking by roadside, overtaking, parallel driving, automatic emergency braking and manual operation taking over as mandatory items; identification and response of traffic lights, recognition and response of pedestrians and non-motor vehicles, traffic at intersections, Circular road access, networking communications for the selection of test items.
