Japan intends to lead the development of international rules for robotic arms control

The Japanese Ministry of Foreign Affairs began to discuss how to deal with the use of artificial intelligence (AI) to control the killing robot weapon instead of killing enemies. This is because this is not only related to humanitarian issues, it may also affect people’s livelihood and many other aspects.

Kyodo News reported that based on Japan being a robot technology developed country, the government intends to comb theoretical points and lead the development of international rules.

The move also took into account the meeting of the United Nations Experts on the control of 'robot robot weapons' that will be held in Geneva on the 9th of this month. Japan will send relevant persons to attend the meeting in an effort to actively collect information.

Regarding robotic weapons, Japanese Foreign Minister Taro Koshiro expressed at the Foreign Affairs Committee meeting of the House of Representatives on the 4th that he was able to "manufacture at a low price a large amount, and may also fundamentally subvert the weapons development system so far."

On March 14th, the Japanese Ministry of Foreign Affairs convened several private business people and scholars to hold robotic-related closed-door learning sessions. They exchanged opinions on the relationship with international humanitarian law and the ethical issues of the lossless AI's taking away of human life. The Ministry of Foreign Affairs plans to repeatedly discuss and actively participate in the international community's consultations.

Around the regulation, the United States and Russia are cautious, but there are opinions from developing countries calling for a ban on their use. They think that the use and development should be banned. Japan has no intention to develop robotic weapons, but robotics and AI technology development on people's livelihood are 'unimpeded'. Basic position.
