Establish a residential parking area certification mechanism

According to Article 31 of the Regulations, Beijing Municipality has gradually established a parking and parking area certification mechanism. Road parking fees included in government non-tax revenue management
Chapter IV of the Regulations provides detailed regulations on road parking and clarifies the situation where parking berths are not allowed.
Article 36 of the Regulations stipulates: The traffic management department of the public security organ shall be responsible for the establishment, maintenance, and adjustment of parking berths on roads, and determine the time period during which parking berths are allowed to park.
Set parking berths for roads, follow the principle of strict control and reduction in the central city, give priority to the protection of pedestrians, non-motor vehicles, public transportation, and ensure the passage of motor vehicles. Parking facilities within the radius of service can provide parking berths. Normally no road parking is allowed. Berths; berths that do not have parking conditions, may not set parking berths for roads. According to Article 40 of the Regulations, a parking person should park the vehicle at the parking berth or area within the prescribed period of time, without obstructing other vehicles and pedestrians. In case of violation of the regulations, the traffic management department of the public security organ shall follow the road traffic laws and regulations. If the motor vehicle is parked illegally, if the driver is not on site or if he is on the spot but refuses to leave immediately, obstructs other vehicles, and pedestrians pass, the traffic management department of the public security organ may make a drag decision according to law. Article 41 of the Regulations stipulates that parking operators shall pay road parking fees in violation of the provisions of the preceding paragraph. Article 42 of the Regulations requires that the people's government of township and townships, the parking supervision and management personnel determined by the sub-district offices, and the personnel of the commissioned specialized parking companies shall assist the traffic control department of the public security organ to maintain the parking order of the roads, dissuade them, and inform the road parking violations.
Regarding the whereabouts of parking fees, Article 37 of the Regulations stipulates that road parking fees shall be incorporated into the government's non-tax revenue management, and the two lines of income and expenditure shall be implemented. The income shall be paid in full to district-level finances, and shall be made public to the public on a regular basis.
