Among the steel industry, the National Enterprise Technology Centers of three companies including Taiyuan Iron and Steel, Shougang and Xinxing Huahua were rated as excellent (evaluation points are More than 90 points), National Enterprise Technology Centers of 23 steel companies including Shaogang, Baosteel and Tangshan Iron & Steel were rated as good (evaluation points ranged from 65 to 90), Tianjin Iron and Steel Group, and Tianjin Tiantie Metallurgical Group The enterprise's National Enterprise Technology Center was rated as basically qualified (evaluation points between 60 and 65 points). The National Development and Reform Commission together with the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation, in principle, organize the evaluation of the operation of the National Enterprise Technology Center once every two years.
According to the "Management Measures for the Certification of National Enterprise Technology Centers," the state enterprise technology center should have the following basic conditions:
(1) Enterprises have significant development advantages and competitive advantages in the industry, and have industry-leading technological innovation capabilities and levels;
(2) Enterprises have better technological innovation mechanisms, and the enterprise technology center has a sound organizational system, with significant innovation efficiency and benefits;
(III) High investment in research and development, annual expenditure on research and experimental development not less than 15 million yuan; possessing high technology level, experienced technical leaders, and full-time research and experimental development staff of not less than 150 people;
(4) It has relatively complete research, development, and test conditions, and the original value of technical development equipment and equipment is not less than 20 million yuan; there is a good accumulation of technology, attention to cutting-edge technology development, and the ability to carry out high-level technological innovation activities;
(5) Qualified as a provincial-level enterprise technical center for more than two years.
It is reported that this assessment is based on the evaluation of the annual work performed by more than 1,300 national enterprise technology centers in the country in 2016, and is also the first evaluation year after revision of the technical center's scoring rules, which further highlights the guidance of technological innovation in enterprises.
According to the newly announced National Enterprise Technology Center Management Measures, the National Enterprise Technology Center can enjoy a number of policies, mainly including the taxation policy for imported technology development supplies, and it can place tax-exempt imported scientific and technological development products for use in its off-site non-independent legal entity. The reform commission combined the innovation capability building of enterprise technology centers, high-tech industrialization, and the development of strategic emerging industries to support the national enterprise technology center.
