There were a total of four institutions that failed to renew this time. As of now, the number of licenses cancelled by the central bank has increased to 28, of which only 19 were cancelled in 2017.
There are four institutions that have not passed the renewal, namely Hunan Financial and Credit Jintong E-commerce Co., Ltd., Shanghai Qianyue Enterprise Management Co., Ltd., Changsha Xinglian Business Service Co., Ltd., Hefei New Thinking Business Management Co., Ltd., among which, Business was not only fined but also required to suspend business.
Statistics show that since 2018, a total of 10 payment companies have been punished.
It is learnt that the central bank's request for the renewal of the "Payment Licensing Business License" clearly points out that there are two types of payment institutions that will face the problem that the payment service type or coverage will be adjusted or even not renewed. Weak sense of regulation, poor risk control, occupation, misappropriation, borrowing from clients, and other major violations of laws and regulations; the other is poor management of the company, or the unclear concept of payment business development, resulting in partial or full payment of approval. The business has not been substantially developed or has been continuously stopped for more than 2 years.
According to the “Securities Daily” reporter, the central bank issued a total of 271 payment licenses for more than six years from the issuance of the first batch of third-party payment licenses at the end of April 2011.
In August 2015, the central bank canceled 3 payment licenses, ending the history of third-party payment of licenses 'without withdrawal'.
According to incomplete statistics, since the first renewal decision was made, the central bank has canceled a total of 28 payment licenses. At present, there are 243 valid payment licenses on the market.
In 2018, the central bank's strict supervision over third-party payment agencies did not relax.
