Deputies to the National People's Congress, Founder of Hezhong Automotive, Vice Chairman of Zhejiang Hezhong New Energy Automobile Co., Ltd. Fang Yunzhou

Fang Yunzhou said that in 2017, the country’s total amount of charging infrastructure was 1,447,573, and the ratio of new energy vehicles was approximately 3.8:1. The construction of charging infrastructure was strongly promoted. However, from a national point of view, charging facilities were more concentrated in Beijing. In Guangdong, Shanghai, Jiangsu and other developed provinces and cities, the popularization of charging posts in rural areas is still a long way off. The rapid spread of the new energy automobile industry cannot be separated from the follow-up of charging facilities.

Therefore, he suggested that the charging pile should be included in the rural infrastructure as soon as possible. The charging piles should be installed free of charge in the village committees and village public places for the villagers to charge for free. At the same time, he also proposed to increase the subsidy for electricity charges in rural charging piles, wherever the charging piles are installed. , give a certain amount of electricity subsidies.

In terms of car purchase, Fang Yunzhou believes that the state should introduce a subsidy policy for new energy vehicles for rural areas. He said that the state's car-to-country policy introduced in 2009 has promoted China’s automobile industry into the millions of households in Yi Village and proposed to follow this policy. Rural car purchases a special subsidy policy, where rural household residents purchase new energy vehicles to provide appropriate subsidies for car purchases, and free installation of charging posts.
