Communication costs are relatively high

Li Dongsheng stated that since the reform and opening up, China has continued to increase its investment in infrastructure construction, and many infrastructure such as high-speed rail, airports, highways, high-speed mobile Internet, and broadband Internet have become increasingly sophisticated, providing strong support for economic development, but many Too high public product charges increase the operating costs of the entity.

Specific to the tariff of communication services, Li Dongsheng pointed out that in the international arena, due to the differences in technological progress and the difference in operation and management level, the communication network fees in developed countries are relatively cheap. Take international roaming charges, traffic charges, and fixed broadband fees as an example. At present, China's communication costs are still high compared with developed countries.

For example, Li Dongsheng stated that last year the European Union had canceled mobile phone cross-border roaming charges among several member states, and lowered the call and SMS charges in an all-round manner. The United States also does not have to pay international roaming charges within the US-Caribriy Free Trade Zone.

According to the 2016 “Measurement Information Society Report” by the International Telecommunication Union, the monthly subscription fee for fixed broadband users in China accounts for 3.12% of the per capita national income, which is higher than the level of 88 countries in the world, not only far higher than the United States (0.35%), and the United Kingdom (0.42). %), Japan (0.51%) and other developed countries, even higher than South Africa (2.28%).

'The traffic fee is currently the most important charge item in China's mobile phone tariff, accounting for 46.2% of the mobile company's communication service revenue', said Li Dongsheng, taking China Mobile's 4G tariff package as an example, of which the domestic data traffic contained in the 138 yuan package is only 3G, and foreign communication packages generally do not have excessive restrictions on traffic. For example, most packages offered by Russian communication operators can achieve unlimited traffic. The average tariff is only around RMB 110.

Li Dongsheng believes that reducing the communication network's payment expenses is actually for the socio-economic operation and consumers to reduce costs. Before the advent of the 5G communication era, it is proposed to drastically reduce the cost of traffic and launch a more reasonable-priced open-end package service; further reduce International long-distance telephone charges, international roaming charges and broadband internet prices.

Increased speed and reduced expenses continue to increase

In recent years, China has achieved positive results in network speed-up and fee-reduction. In September 2017, the three major operators completely eliminated the long-distance and roaming charges for domestic calls of mobile phone users. This has become a milestone in the communications reform.
