Recycled plastic imports mainly include recycled PE, recycled PET and other recycled materials (mainly including recycled PP, recycled EPS, recycled PA, recycled PC, recycled ABS, etc.). The trend of imports of these three products this year is:
Recycled PE imports are highly dependent on imports and are the major importers of waste plastics over the years. However, after a substantial reduction in the total imports, the monthly imports of recycled PE in 2017 are also not satisfactory.
In previous years, the monthly import volume was basically 200,000-350,000 tons, while in FY17, the volume of recycled PE was only 69,000 tons.
Looking back on the import of recycled PE in recent years, import volume also started to decline after the total volume of PE imports reached a peak of 4,402,700 tons in 2014. In 2017, recycled PE only imported 2,196,400 tons, a decrease of 13.27%.
Recycled PET's import dependency is second only to that of recycled PE. After the policy of solid waste import was tightened this year, its imports dropped rapidly in the second half of the year.
In the past three years, the monthly import volume of recycled PET basically is between 150,000 and 300,000 tons. However, the monthly import volume in the fourth quarter of 2017 plunged to only 63,800 tons in December, setting a new record low.
The reason why we are concerned about the import volume of other recycled materials is that there is no separate tariff number for recycled PP, which is included in the tax code of 39159090. Other recycled materials have also failed to shed substantial shrinkage in 2017. Their single-month import volume has dropped significantly from the same period of previous year since the second quarter of 2017, down from just 3-5 tonnes in 4Q11 to just 34,700 in December Tons of imports.

In 2017, the total amount of recycled plastics imported was 5,829,100 tons, of which 1,941,300 tons were recycled, 1,385,500 tons were regenerated, 303,900 tons were recycled, 2,366,800 tons were recycled PET, and 1,276,900 tons were other recycled materials.
Although the annual import volume and the single product import volume are far different from those in previous years, the data of 2017 will become the insurmountable quantity in the later stage of import policy. It can be said that the quantity of 2017 will be the end of history.
