In short, this patent describes a device similar to the Apple Pencil Device that can be combined with some form of motion or orientation sensor for use on any surface of an object, such as a user can write on an ordinary table surface using the device.
Apple is deliberately vague about how to operate the device.Apple patent application describes the stylus movement can be tracked by 'motion and direction sensor, camera or electromagnetic or voice-based triangulation scheme'.
