According to the Measures for the Administration of Quality Control and Technology Evaluation Laboratory for Industrial Products (No.103 [2010] of the Ministry of Industry and Information Technology) and the Detailed Rules for the Examination and Approval of Industrial Products Quality Control and Technology Evaluation Laboratory (No. ), The Ministry will organize the third batch of industrial products quality control and technical evaluation laboratory (hereinafter referred to as laboratory) review and appraisal now notify the relevant matters are as follows:
I. The review scope is 58 laboratories announced by the Ministry of Industry and Information Technology on the publication of the third batch of laboratory lists of industrial products quality control and evaluation (Ministry of Industry and Information Technology [2014] No. 131) attachment1).
2. Units affiliated with the laboratory shall conscientiously do a good job in preparing and applying for the review of materials according to the Work Plan for the Review of the Third Batch of Industrial Products Quality Control and Technology Evaluation Laboratory (hereinafter referred to as the "Work Plan", see Appendix 2).
Third, all local industrial and information authorities, relevant trade associations and relevant central management enterprises (hereinafter collectively referred to as recommended units) shall organize the preliminary examination and follow-up of the review materials of the laboratories in their respective regions, industries and enterprises in accordance with the requirements of the "Work Plan" jobs.
4. After the laboratory review materials pass the preliminary examination of the recommended units, the duplicate copies of the review materials (in duplicate) submitted with the official seals (including the preliminary examination opinions of the competent authority) shall be submitted to the quality control and technical evaluation of industrial products by January 26, 2018 Laboratory Expert Committee Secretariat. Second, review the object

Third, the application materials

Fifth, the organization
Laboratory review work by the industrial product quality control and technical evaluation laboratory expert technical committee, the specific work by the Ministry of Industry and Information Technology, Science and Technology Division to organize the implementation. The recommended unit will submit the materials to the secretariat through the laboratory review application materials of the first instance as well as the written preliminary opinions of the unit (with official seal in duplicate).

In order to strengthen the seriousness and impartiality of the review work, the review process can be organized according to the situation during the review process, mainly examining the hardware and software facilities in laboratories, the work carried out and the promotion of product quality improvement in the industry or region etc. The Secretariat will The field laboratory shall notify the corresponding laboratories 10 working days prior to the assessment and notify the corresponding recommendation unit.The field inspection agency shall provide the necessary working conditions for the field inspection of the technical expert group and shall not arrange activities unrelated to the review work during the field trip .
After the meeting is reviewed and the site review is completed, the technical expert group shall submit the review opinions and report to the secretariat. The relevant rectification materials must be submitted to the laboratory Management System. (VI) Review and appraisal process: Based on the application and review of the review, the expert technical committee shall conduct a centralized review of the review opinions submitted by the technical panel and propose the review and assessment opinions by means of convening a special meeting or letter review and appraisal. Seven, the results announced
The results of the review are divided into two categories according to the assessment: failure to pass the review and pass through the review.
