Recently, Google announced that regardless of the phone, as long as the aircraft upgrade to Google Play Services components, then this phone can support Google Assistant. However, these phones must be running Android 5.0 and above system.
It's worth mentioning that the Google Assistant experience on these older phones is not comparable to Pixel 2, and those users will need to turn on the app themselves to access the features and not be able to directly voice-invoke Google Assistant to talk to someone like Pixel 2 users.
